A New Round of Competition for Technological Route - Cultivating and Developing World-class Advanced Manufacturing Industry Clusters

The changes in the global manufacturing development pattern and rapid technological iteration have led to the first revision of the "Made in China 2025" key field technology innovation roadmap. The 2017 version of the "Made in China 2025" Key Area Technology Innovation Roadmap was held in Beijing. Compared to the 2015 version of the roadmap, the new version adds some new technologies and formats.

The development trend and pattern of the global manufacturing industry are undergoing profound changes, the speed of technological iteration and updating is constantly accelerating, and industrial development and market demand are constantly changing. Taking operating systems and industrial software technology as an example, the past two years have seen rapid development and sparked a new round of competition among countries.

In order to timely reflect new trends, situations, and issues in the development of the manufacturing industry, and provide reference and guidance for all sectors to keep up with the times, the Strategic Advisory Committee initiated the revision of the technical roadmap in early 2017. However, the process of revising the new version of the technology roadmap was not easy. More than 400 academicians and experts compared the latest international progress, carefully sorted out the existing shortcomings and bottlenecks, and formed the 2017 version of the technology roadmap.

The new roadmap provides new prospects for the future based on new technological development trends and the current development status of the past two years. In the past two years, industrial big data, industrial Internet, cloud platforms, etc. have developed rapidly, which provides a new path for the development of industrial software. Therefore, the new roadmap has made major adjustments in the field of industrial software, with special emphasis on the development of big data, cloud computing, artificial intelligence, edge computing, etc.

At present, the development of the ten major fields is not balanced. It is expected that the comprehensive level of the ten major fields and 23 priority directions will be in the shape of "small at both ends and large in the middle" by 2025.

For example, China's three major industries of communication equipment, rail transit equipment, and power equipment will enter the world's leading position as a whole, and the innovation model will move from following to parallel, and then enter the leading stage. The rise of these three major industries will be an important symbol of China becoming a manufacturing powerhouse. In this process, China's major technologies such as 5G, green intelligent rail transit technology, ultra-high voltage transmission and transformation technology, and high-performance large-scale key metal component additive manufacturing technology will achieve breakthroughs and be at the world's leading level.

However, there is still a significant gap between the key areas of China's manufacturing industry and the world's powerful countries. We need to maintain a clear mind and accelerate the historic leap of the manufacturing industry from large to strong.

Encourage local differentiated development. By 2025, we have at least six major industries that are likely to enter the world's first place. There are more than 20 industries that will be at the advanced level of the world and compete with international peers on the same platform. With the support of such a group of industries, China's strategy of becoming a manufacturing powerhouse has the confidence to achieve its goals.

The Ministry of Industry and Information Technology is promoting the construction of the "Made in China 2025" national demonstration zone and industrial agglomeration. An important goal of the demonstration zone is to solve the problem of homogenization between regions, guide provinces and cities to focus on leading industries based on comparative advantages, benchmark international high-end fields, and cultivate and develop world-class advanced manufacturing industry clusters according to the national strategic deployment. "Li Beiguang, Deputy Director of the Planning Department of the Ministry of Industry and Information Technology, said that this year, the Ministry of Industry and Information Technology will rolling revise the" Made in China 2025 "guidelines for provinces and cities, Strengthen the research on the development trend of world industrial clusters and the current situation of China's industrial cluster development, and issue the "Opinions on Cultivating and Developing world-class Advanced Manufacturing Industry Clusters".
